Because most buyers are picturing a house, and they cannot cost one out. Bringing water, electric or a septic system to a parcel is a number nobody can quote confidently without site work, and buyers will not commit to an unknown. So the parcel sits, and the tax bill keeps arriving.

A percolation test measures how well soil absorbs water, which determines whether a conventional septic system will work. Ground that drains too slowly, or sits too close to rock or a water table, may fail. Failing a perc test does not always make a parcel unbuildable, but it changes what has to be installed.
This matters a lot in North Texas because the soils vary so much across short distances. Deep Blackland Prairie clay in Ellis County behaves very differently from the sandy Cross Timbers loams in Parker County or shallow soil over limestone on the Grand Prairie. Two neighbouring tracts can get different answers.
